THE EMBASSY OF THE UNITED STATES IS TRANSMITTING THE FOLLOWING INFORMATION AS A PUBLIC SERVICE TO U.S. CITIZENS IN THE PHILIPPINES. PLEASE DISSEMINATE THIS MESSAGE TO ALL U.S. CITIZENS IN YOUR ORGANIZATION OR NEIGHBORHOOD.
THANK YOU.

The U.S. Embassy wishes to alert U.S. citizens that, according to October 8 media reports, police arrested suspects involved in a bombing plot planned for targets in metro Manila.  The plot was exposed on October 7 following the arrest in Quezon City of three men known to have links to terrorist organizations. 

 

The Embassy wishes to remind all U.S. citizens to remain vigilant and maintain an appropriate level of personal security in all circumstances by reviewing your personal security plans; remaining aware of your surroundings, including local events; and monitoring local news sources for updates.  If you see a suspicious object or package, do not disturb it.  Immediately notify an appropriate official, such as a police officer or building security staff, and leave the area.  If you are in the vicinity when a security threat occurs, leave the area immediately.  Do not approach the scene of a bombing or remain in the area.  Witnesses are encouraged to report such events to the Embassy’s Regional Security Office at 301-2000.

These two plots were from early September.  I haven't heard about a new one and when I googled upon seeing the OP above, I couldn't find anything from Oct 8.  Do you have any more info?

First thing you know, they will piss off the Chinese, and they will cut off the flow of explosives to the terrorist.

Are we US citizens being told to leave the scene of a crime?

They keep issuing warnings and wont even allow their Embassy personnel to come to Mindanao but they keep the Embassy in Iraq open like its a Dairy Queen

To avoid Manila is a little tough. Did they get more specific? If in route to the USA, you need to go to Manila, or Inchon Korea, to connect up. Without you go way out of your way, and use Singapore. All are potential targets to terrorist.

I haven't found anything more specific than the news link I posted near the top of this thread.  But that was a month old, and the Embassy warning was based on media accounts yesterday, but I haven't found any.

MANILA – US citizens in the Philippines have been advised to be vigilant about their surroundings after suspects involved in an alleged bombing plot with Metro Manila targets were arrested.

The US Embassy in Manila has sent out a security message informing US citizens that police had collared suspected terrorist members in Quezon City on October 7, unravelling a plot to bomb Metro Manila targets.

Suspects Ricardo Ayeras, Andrescio Valdez and Ricky Macapagal were caught near Munoz Market at the corner of EDSA and Roosevelt Avenue at 2 p.m. on Sunday. One of the three suspects, Ayeras, was implicated in the Maguindanao airport explosion in 2003. 

The message said: "The Embassy wishes to remind all US citizens to remain vigilant and maintain an appropriate level of personal security in all circumstances by reviewing your personal security plans; remaining aware of your surroundings, including local events; and monitoring local news sources  for updates."

Authorities said Ayeras is a member of the Rajah Solaiman Movement, and had been charged previously with the bombing of Awang airport in Datu Odin Sinsuat based on a document from the Philippine National Police (PNP) Intelligence Group.

The Intelligence Service of the Armed Forces of the Philippines (ISAFP) and the PNP's Criminal Investigation and Detection Group had conducted intensive surveillance on the three men before their arrest.

Meanwhile, the US Embassy also warned US citizens against disturbing "suspicious objects or packages." People who notice such packages must notify relevant officials such as a police officer or a building security staff, and keep a safe distance from the area where such package is found. 

"If you are in the vicinity when a security threat occurs, leave the area immediately. Do not approach the scene of a bombing or remain in the area," the embassy said. 

Americans who witness such an incident must report it to the embassy's Regional Security Office at (02) 301-2000.

In early September, an alleged attempt to bomb the Ninoy Aquino International Airport (NAIA) Terminal 3 was also exposed when a van filled with materials for improvised explosives were found in the airport's parking area. 

The group was said to be targeting Chinese interests in Metro Manila, including the Chinese Embassy in Makati City, the Mall of Asia and the DMCI headquarters in Makati City. 

The last two are owned by Filipino-Chinese tycoons. 

The men arrested in that case reportedly said the attack on Chinese interests is a protest against the Philippines' "weak stand" on the West Philippine Sea dispute with China.

Not really. If you fly out of Cebu, you can fly directly to Hong Kong, Taiwan, Korea, Singapore or Bangkok, thus avoiding Manila completely. From those places, you can get anyplace in the world. However, the flip side is that they uncovered a plot to blow up the Chinese embassy in Manila, but haven't uncovered a similar plot in Cebu. Does that mean that there was no plot to blow up the Chinese embassy in Cebu, or does it just mean they haven't uncovered it yet. It would seem like the Chinese embassy in Cebu is a softer target than the one in Manila...and you can't miss it. It's painted bright yellow.
