Bandwidth In The Philippines

Everyone FAILS in the PI when it comes to bandwidth.  The ISP’s fail to provide decent, dependable speeds.  The people fail to stop paying for horrible service.  The government fails to stop the blatant false advertising.  It just keeps going.

The pic above is off my PLDT DSL account. Supposed to be “up to 6mb/s”.  Yeah, right.  Usually I do manage to get 3mb/s.  But it’s raining outside.  So just like how traffic on the roads magically has to come to a crawl when water falls from the sky, apparently the same goes for Internet traffic here as well.
 
ISPs:
Both Globe and PLDT suck. They over-promise and SORELY under-deliver.  But hell even their promises are bullshit.  Take PLDT for example.  Doesn’t matter whether your sign up for a 1000 PHP / month plan or a 40,000 PHP / month Fibr plan.  All they’ll commit to is 150 kb/s and 80% uptime guarantee.  Way to shoot for the stars there.  Another example of how mediocrity is the goal here instead of excellence.
40,000 PHP / month to PLDT for a “up to 100mb/s” plan and the CIR is 150kb/s.  100 mb/s = 102,400 kb/s.  And they’re committing to only 150????  That means they’re committing to .1% of what they’re advertising. No, not one percent.  POINT one percent.  One tenth of one percent of what they advertise!?!!?
 
Government:
HOW do you let the ISP’s get away with this “Up to Xmb/s” shit?  That’s just like the sales at the department stores here:  Up to 50% off.  AND DOWN TO ZERO PERCENT OFF. Come on government officials.  Put a stop to this.
Folks CIR is a lovely concept only used in the Philippines.  It stands for Committed Information Rate.  As in what they will REALLY promise to give you.
EVERY customer of an ISP here should READ the Consumer Protection Act of the Philippines (PDF of it here)!  The ISPs in this country are BLATANTLY violating this law.
 
Chapter 1, Article 50 concerning Regulation of Sales Acts and Practices:
 (a) a consumer product or service has the sponsorship, approval, performance, characteristics, ingredients, accessories, uses, or benefits it does not have;
( a consumer product or service is of a particular standard, quality, grade, style, or model when in fact it is not;
Sound familiar?
 
Chapter 1, Article 52 covers taking advantage of lack of consumer knowledge:
Unfair or Unconscionable Sales Act or Practice. – An unfair or unconscionable sales act or practice by a seller or supplier in connection with a consumer transaction violates this Chapter whether it occurs before, during or after the consumer transaction. An act or practice shall be deemed unfair or unconscionable whenever the producer, manufacturer, distributor, supplier or seller, by taking advantage of the consumer’s physical or mental infirmity, ignorance, illiteracy, lack of time or the general conditions of the environment or surroundings, induces the consumer to enter into a sales or lease transaction grossly inimical to the interests of the consumer or grossly one-sided in favor of the producer, manufacturer, distributor, supplier or seller.
You know, NOT knowing to ask what the CIR is?  Or better like the Globe install guy telling me to test the speed by going to speedtest.net and then being sure to test on the server named Globe.  You mean don’t leave your internal network?  Yeah, that’s a great test.  For anyone who doesn’t know you’re actually testing an inTRAnet instead of the inTERnet!
Oh and here’s a HUGE one!  Did you know all the speeds the ISPs quote you are ONLY to servers physically located in the Philippines?  They won’t commit to servers outside the country.  You know, where 99.99% of the sites you’d visit are located!
 
So where’s the government sticking up for the consumer?  Too busy counting their kickback and pork barrel money!  Your only hope is to file a complaint with the DTI yourself.  Here are some contact numbers.  Good luck figuring out the right people to talk to!

Sunday PLDT  managed to out fail themselves to compound dropping out at DSN level with Yahoo over the hills and far away.  Pinging, not in the rain was over 600 and download 0.13kbs

  Now they are back up to 0.75kbs, yahoo has returned from places unknown.  I  wonder if we will ever see 1.kbs or its like ever again, then again I do pay for a 3mb connection because it is just so much more fun.

 

time to go over those hills and stay far far away
