Kreole 1,701
I am a US citizen, and am living here for a year. The pin number for my Visa debit card is no longer working or I forgot it. My bank has no way to send me an emergency pin because it is actually attached to the card itself. So, I have no way to access my funds via a debit transaction. My bank told me the only option is a cash advance. What do banks here charge for cash advance in US funds. Does it make a difference if I get one in peso funds? I assume the monetary limit is the same as is set on the debit transaction ($500 per day)? I am in a real bind here and appreciate some advice as to what to expect. The whole point of a debit is to avoid unnecessary fees. And I have 6 more months here before I return to the US. Do all banks charge the same for cash advance or are some better than others? Thanks

Kreole 1,701
I thought so too, but I just talked with them on the phone and they said they cannot reset the pin on my card. bummer! So, I have no choice but to use cash advance.
Siuk 3,564
Open an account at a local bank, you will have an atm card and access to internet banking the same day (depending on bank). Transfer funds from bank to bank. The whole point of a debit is to avoid unnecessary fees. Unnecessary fees are rife using an international atm card here. Both ends take a nice little chunk for themselves.

So, I have no choice but to use cash advance. well once i was lazy and used my card on line to send a 50 dollar western union to my son and it seems i had to pay wells fargo 22 dollars for the cash advance of 50 dollars and western union 20 dollars so to do it on line cost 92 dollars be very careful with a cash advance and do one big one and not 10 small ones and get a new debit ASAP
Kreole 1,701
has anyone just gone into a bank and made a cash advance? If so, how much did it cost you above and beyond the money you requested?

I do it online and normally takes 2 to 3 working days for the funds to show in Metro Bank. Call BOA and I an sure they can help you.

But, this is how mine does it: If I lose a card, they FedEx a second one to me. I always receive my card within 3 days. Upon receipt of the card, I ring the credit union up, and they transfer me to an electronic system so I can set the PIN and activate the card. Afterward, I can used it in most any ATM machine in the Philippines, or for any "credit" type purchases. Visa Debit cards that I have used, have all been the same limits for me. 1. ATM withdraw limit $500 USD / 24 hours 2. Visa Debit (using it as a credit card) purchase: $2,000 USD / 24 hours 3. Cash Advance: Any amount, but fees are very high. I think I paid over $60 USD for a Php 100,000 advance. This was in 2007. Edited February 22, 2013 by Paul

Dolsos 504
If you brought checks with you maybe you can deposit them into a local dollar account then withdraw at an ATM? Though no idea on how that would work, may take forever for them to release funds on an international check. My bank will also send money to me via MoneyGram if I call and talk to my account specialist, no fee other then what MG charges and I can pick it up instantly. Edit: You could also try to Xoom yourself some money but I'm not sure if they'd clear it if your IP shows as being here already, haven't tried but its pretty cheap and comes right out of your checking or savings account. I think I paid over $60 USD for a Php 100,000 advance. This was in 2007. Interesting. I have experienced difficulties (i.e.refusals) from the courier companies to transport my credit card and the credit card company will not mail it here. So I end up having it delivered to an address in the UK and then either hand-carried here or disguised in a letter. So are we referring to both credit and debit cards or just debit cards? HSBC ATMs tend to have a higher limit on the amount allowed - most other ATMs I have tried limit one to a paltry 3000 or 5000 PHP withdrawal. Yes, exchange rates are poor and foreign exchange charges crippling. One last point: is it now possible to open a bank account here without proof of residence? I remember having difficulty way back when; it was only because my wife is Filipina and it is a joint account that we succeeded. PS Pin numbers are encoded in the chip on the card and can only be reset when the card is presented. I know of no service here in the PH that resets foreign pin numbers. HUMM, i used HSBC and never been charged a FEE using my bank atm card, yes the others do charge a FEE but that is a standard practice now.
