Elevated Water Tank and Tower Design

Ok, we have decided to buy the 660 liter polyethylene tank-Citi Hardware has them for 8ooo.

Our engineer has come up with design/cost of installation.He says he probably has overbuilt/designed, but then I overbuilt house as well. He has it 6 meters high and the total cost including tank is 57k. I was thinking maybe 30, but then I have no clue. Is this too much and if so is it WAY to much-is it  about average?

Hope someone can advise me on this.

Can you post a picture of his design or give us some idea of how it is to be constructed? Then maybe we can offer an opinion on the materials he wants to use and the overall price.
