My experience with VaxCertPH and WHO Vaccination Booklet

I am personally aware of 4 VaxCertPh that have been generated for fully vaccinated persons (see  https://vaxcert.doh.gov.ph/).

THREE of the FOUR had errors, as follows:

  • Mine - no errors
  • My sons # 1 - 2nd dose not included on VaxCertPH 10+ days after 2nd dose
  • My sons # 2 - 2nd dose not included on VaxCertPH 10+ days after 2nd dose
  • My German friend - 1st dose not included on VaxCertPH

Once I realized that the VaxCertPH for my sons was wrong..  I first went to the vaccination unit here in Tuburan and was told that all the dtaa had been uploaded and that no further action could be taken here in the muinicipality.  I was advised to follow the Dept of Health instructions at https://vaxcert.doh.gov.ph/.  So.. I did that.  On 18 April 2022, seperately for each son, I submitted Update Request per that site. This required scanned copy of passport and vaccination certificate.  Once it was submitted I was provided a reference ID numbner for each of the two update requests, and advised that the problem should be corrected immeduiately, and that I should receive an email within 5 business days.  NO such email came.. for either son. 

So.. on 25 April 2022 I FURTHER followed their online instructions to email a specific DOH email address for followup.  So.. I did that.. twice.. once for each son..  including the REFERENCE ID for the earlier update requests.  For each of those emails i received a auto-response, advising that "We will get back to you. Your ticket number is xxxxxx" and "Thank you for reaching out to us. Our VaxCertPH support specialist will respond to your email from 8am to 5pm, Monday to Saturday.".  So.. they now had the scanned passport for each of my sons.. plus the scanned vaccination certficates. and I had two REFERENCE ID numbers..  and two TICKET numbers.

I received a DofH response " We require additional information to review the Digital Vaccination Certificate (DVC) request you made. We would appreciate it if you can provide the additional information below for local government unit endorsement:

  • Purpose
  • Travel Date
  • Travel Destination"...   and i responded with that information, even though it seemed irrelevant.

I then received DofH response "We received your request to upload your vaccine records via email. Your request is still open while your local government unit validates your vaccination records.  Rest assured we will give you feedback within three (3) business days from receipt of this email. Thank you for your patience.".... I then waited 3 days.. and no feedback or other communications was received, so I emailed again to follow up on the two tickets.

I then received DofH response "We apologize for the inconvenience. We require extra time to complete the processing of your Digital Vaccination Certificate (DVC) request. This is because many vaccination records are yet to be uploaded into the DICT Vaccine Administration System by several LGUs nationwide. We appreciate your persistence as we work towards settling the issue."..  I was tempted to ask if everyone nation wide needs to wait for the slowest LGU..  but I didn't..

I then received DofH response on 28 April "We are pleased to inform you that the Digital Vaccination Certificate (DVC) request under reference number xxx  was successfully processed by your local government unit.".  I checked multiple times since that day..  VaxCertPh still has the same problem.

I then received a DofH response "We require additional information to review the Digital Vaccination Certificate (DVC) request you made.
•    Purpose 
•    Travel Date
•    Travel Destination
•    Vaccination Card"..  to whoch i responded.. impatiently I admit..  that I already provided ALL of this.

I then received DofH response "We are unable to proceed with the Digital Vaccination Certificate (DVC) request due to incomplete information. We will consider this case closed until such time that you can provide the information we requested." 

At this point I abandoned the VaxCertPh system completely and do not plan to return.

I am also personelly aware of 4 WHO vaccination certificates obtained from the Board of Quarantine in Cebu City (PLUS 2 more obtained without issue by one LINC member).  These four are:

  • Mine.,. no issue
  • Son # 1 - no issue
  • Son # 2 - no issue
  • My german friend - no issue once he got appoointment.

Took about 1 hour to make online appointment for each WHO vax cert..  plus it needed to be pre-paid (370 peso each).  I paid mine in town..  but successfully paid for both sons with GCASH..  Once I showed up at BofQ..  it took about 1 hour and I walked away with the WHO vaccination booklets I had ordered..  each of them correct at first attempt (I carefully checked).

as at today.  My sons and I have 3 CORRECT WHO boklets, 1 CORRECT VaxCertPH, and 2 INCORRECT VaxCertPH that I don't plan to get corrected.

Had you planned to use the vaxcertph for your trip to Canada? 
Our vaxcertph is correct, so I presumed it could be used for our up and coming trip to Australia, as there is a list of countries that accept it. Hope I am correct! 
Don’t want to bother with the WHO vax cert as the nearest office is a few hours away and in Manila!

I had always planned to use the WHO booklets fo travel to Canada.  The main reason I tried to get the VaxCertPH correct is that I assumed (INcorrectly it seems) that the WHO booklets would be generated from the same database..  and I wanted to avoid problems with the WHO booklets which I had to go to city for.

I can't comment about whether VaxCertPH is good for international travel..  or even if the vax cards we got on day of vaccination would be accepted.. My Aussie friend used the WHO certificate to travel to Singapore.. and my German friend as well.

Yes I agree.. Some countries do except Vax cards (there is a list somewhere). I went for the WHO booklet as my local Vax card had an error (which to be fair was MY fault) 

I put my middle name in the wrong box (I put it down to stress on the day of vaccination... 

Anyway it was ammeded and corrected by the BOQ and I got the Who booklet.... Note.. 

BOQ Cebu does not entertain walk ups (confirmed in our case as we tried) .. An appointment is needed, plus they do not entertain payments whatsoever. All certificates are needed to be prepaid (somehow) at the time of making the appointment. Obviously I'm not sure if this is standard across the BOQ...

Just thought I’d add a note here to say that the WHO IVC process appears to work well. The potential disadvantage is the location of BOQ offices. 
In my case I’ve come off island to the Port of Tabaco (a very scenic place I might add).

I’d filled in my data, requested an appointment and paid the 370 a few days ago. Time spent at BOQ Tabaco - approximately 5 minutes (seriously!).

As I mention in different thread that WHO IVC booklet is the only proof of vaccination I was required to show.  VAXCertPh was never requested.
