I was able to secure a PAL sweeper ticket from Davao to Manila for the April 18th flight...There are 3 requirements for the flight.you must go to DOH to get health certificate for travel which all they did was check my temperature and was asked a few questions.then you need to purchase a ticket leaving the country which i used Korean Air for April 20th and I had to show a hotel reservation for the 2 nights I would be in Manila before the flight..Pal used an Airbus A330 twin aisle which was a nic

Im thinking thats about it for the sweeper flights since domestic flights are starting to open..Hopefully they would let you on to Manila/Cebu showing your exist ticket out of the country?

You'll need more than that.  Medical Certificate, etc.  Best to check with the airports and the airline for what you need.

Im well aware of all the documents ...I was able to leave april 20 on a PAL Davao sweeper(11,500p) to Manila and then exit on Korean Air...
