Potential Sweeper Flight Siargao-Manila on April 4 - Update

All interested U.S. citizens who have not yet emailed [email protected] should do so immediately.  Please use the subject line: SIARGAO FLIGHT.

Please include the following information for all U.S. citizens wishing to take this flight:  full name (as in your U.S. passport), U.S. passport number, date of birth, a valid telephone number, email address, and state your request to be enlisted in the Siargao-Manila sweeper flight.

The Philippine Department of Tourism (DOT) relayed the following:

  • There is a potential Siargao-Manila sweeper flight on April 4.
  • Seats are available on a first come, first served basis.
  • The cost of the flight from Siargao to Manila is approximately Php 17,500 per passenger (children two years old and below are free).
  • Payment in cash only, to be paid at the airport upon departure.
  • There is a baggage allowance of 25 kilos per person.

Event: 

Clark International Airport Announces Airport Closing Beginning April 3, 2020

 

  • Clark will suspend all commercial flights, effective April 3, 2020.
  • Point-to-point (P2P) bus operations will also be temporarily suspended. 
  • Flights are expected to resume as the travel restriction eases.
  • Clark will continue to service essential cargo flights.
  • Please check the Clark International Airport website (clarkinternationalairport.com) for updates.

 

According to the Philippine Bureau of Immigration (BI):

 

  • Temporary visitor visa holders who have stayed in the country for less than one year may secure their Emigration Clearance Certificates (ECCs) at the international airports.
  • BI will temporarily allow foreign nationals with approved and implemented visas who are awaiting release of their Alien Certificate of Registration Identity Card (ACR I-Card) to depart the country.  In lieu of the ACR I-Card Waiver Order, travelers will need to present the following items at the airport: passport with valid visa as indicated in the implementation stamp, official receipt of the ACR I-Card Waiver Application Fee, and ECC with Returning Permit (RP) or Special Resident Certificate (SRC), whichever is applicable.  Departing foreign nationals must retain these documents as they will be required for reentry into the Philippines under their respective visa.
  • All applications for visa extension are suspended during the Enhanced Community Quarantine, except for outbound passengers.
  • Foreigners whose visas will expire during the duration of the Enhanced Community Quarantine will be allowed to file an extension without fines and penalties if they file their applications within 30 days from the lifting of the Enhanced Community Quarantine.
  • All outbound passengers with a visa that expired during the period of the Enhanced Community Quarantine will be waived fines and penalties when applying for the visa update before departing the Philippines.

The U.S. Embassy encourages U.S. citizens to monitor the Philippine Bureau of Immigration's website for the most updated information.

While the U.S. Embassy is exploring all options to address the current travel disruptions, we strongly encourage U.S. citizens to make necessary preparations if staying in the Philippines during the quarantine period.  Please comply with local quarantine requirements and strictly follow local authorities.

Philippine Airlines (PAL) Announces Plans for Partial Resumption of Flights:

  • PAL will not operate any international routes for the rest of April 2020.
  • PAL plans to operate a reduced number of international flights to the U.S. and other destinations in May.
  • PAL is readying plans to resume partial domestic operations at some period between April 15 and May 31.

The Australian Embassy has arranged for Philippine Airlines to do a number repatriation flights for Australians and their immediate families on Saturday 18 April 2020 from Bohol, Cebu, Iloilo, Leyte, Cagayan De Oro, Davao, Bacolod, Dumaguete, Puerto Princesa and Siargao to Manila connecting to Melbourne.

These flights will probably be the best option for you to return to Australia and for many the only option for the foreseeable future. If you choose to purchase a ticket on one of these flights you need to make arrangements for your transport to the airport that you will depart from. The Australian Embassy is working with the relevant provincial and local authorities to ensure movement through checkpoints. You will need to carry a hardcopy of your ticket to get through any checkpoints – an e-copy may not be enough.

We strongly encourage you to purchase a ticket on the flight relevant to your location. Philippine Airlines is running the flights but they have agreed through the link below to allow an advance ticket purchase before the flights are open to the public. As of 13 April 2020 these flights will be advertised for sale to the public. We ask that you please don’t share this link to ensure your fellow Australians who are in the same situation have every opportunity to purchase a seat on one of these flights.

Any flight related enquiries which include future or cancelled Philippine Airlines flight bookings need to be discussed with the airline.

If you wish to be accompanied by an immediate family member who is not a permanent resident or Australian citizen, and does not currently hold a valid visa, they will need to apply as soon as possible. Once they have applied they will need to email the [email protected] mailbox with the Subject ‘URGENT Visa Application – PAL Repatriation flight’. Once the visa has been granted, an exemption to Australia’s travel ban will need to be sought. To do this please visit https://covid19.homeaffairs.gov.au/coming-australia and complete the online request form. We cannot guarantee a visa will be issued in time for these flights.

We appreciate these flights cannot reach everyone but we have worked hard to get flights to as many locations as possible. We are still working on alternatives for those who cannot reach these flights.

Mandatory 14-day quarantine in Australia

Once you arrive, you will be required to undertake a mandatory 14-day quarantine at designated facilities (for example, a hotel), in your port of arrival. Travellers will be transported directly to designated facilities after appropriate immigration, customs and enhanced health checks.

Onward travel following quarantine

The repatriation flights are only available to Melbourne. After your mandatory quarantine period you will need to make you own arrangements to travel to your end destination.

THE Embassy of Canada in the Philippines has partnered with airline carrier Philippine Airlines to conduct dedicated commercial flights for Canadian citizens and eligible permanent residents to Vancouver and Toronto on Tuesday, April 14, 2020.

The embassy said sweeper flights are mounted due to the "extremely high demand" of those stranded in the country.

"Philippine Airlines is continuing to process hundreds of expressions of interest from stranded Canadians throughout the Philippines. If both April 14 flights sell out, we will explore mounting additional flights to Canada," the embassy said in a statement.

Sweeper flights to Manila are planned for the morning of April 14 from Bacolod, Cagayan de Oro, Cebu, Davao, Iloilo, and Puerto Princesa to connect with dedicated Toronto and Vancouver flights.

One can book their tickets directly with PAL.

The embassy added that those with confirmed tickets on cancelled or future Philippine Airlines flights to Canada will be allowed to use the value towards the cost of ticket on dedicated flights. Traveller will pay fare difference.

This credit is applicable only to tickets purchased directly from PAL. If one bought tickets from a travel agent, they must contact their agent for a refund and book a new ticket through the PAL call center.

For stranded Canadians in Bohol, there were also possible seats to Manila on April 11 aboard Swedish sweeper flights.

One must have confirmed onward flight departing Philippines.

The Visa Application Centers (VAC) in Cebu and Manila are also planning to open on Monday, April 13, from 10 a.m. to 2 p.m. to release passports and decisions only.

Applicants whose decision envelopes and passports were released to the VAC will receive an SMS and/or email message with instructions on how to claim these on Monday.

I'm just curious on how do you obtain a Philippine Department of Health Certificate that may be required for a Sweeper Flight?

This may also be required when the airlines get up and running on there domestic flights..

The Philippine Airlines (PAL) Ticket Office at the Davao Airport opened at 3:00 PM today, April 13.

Sweeper Flights to Manila on April 14:

PAL has assured the U.S. Embassy that U.S. citizens may purchase tickets for these flights, as long as seats are available.  Please continue to work with your local PAL ticketing office if you are interested in one of these sweeper flights.

U.S. citizens encountering difficulties while traveling to the airport due to the lockdown or roadblocks should contact the U.S. Embassy immediately by email [email protected] or telephone: +(63)(2) 5301-2000 to acquire a travel letter.

  • Sweeper flights to Manila are planned for the morning of April 14th from Bacolod, Cagayan de Oro, Cebu, Davao, Iloilo, and Puerto Princessa.
  • Book your tickets directly with a PAL ticket office.
  • For travel from Cebu, Cagayan de Oro, Iloilo, and Bacolod, visit the PAL city ticket office.
  • For travel from Puerto Princesa and Davao, visit the PAL ticket office at the airport.
  • Travelers may need additional requirements, such as an onward travel ticket or a confirmed hotel reservation in Manila, and a Philippine Department of Health certificate.
  • U.S. citizens needing a travel letter for passage to the airport, should contact the Embassy by email [email protected] or telephone: +(63)(2) 5301-2000.

Hotel information:  

On April 6, the Philippine Department of Tourism updated the list of operational hotels in the Manila Metro area.  The list can be viewed on the Embassy's COVID-19 Information page, along with information on Philippine visas and the Bureau of Immigration, the Philippine Retirement Authority, and car rentals.

  • Contact PAL directly for tickets and updated information.
  • Check with your airlines or travel operators regarding any updated information about your travel plans and/or restrictions.

This is the first Davao sweeper flight to Manila i have seen...I notice all these sweeper flights are last minute..It takes some coordination to put together your outbound flight out of the country also considering some hotel stay would be in the picture..I commend the embassy for there effort and  for opening up more cities for the sweeper flights..This Davao one caught me off guard with just hours notice...For me the hard part is the stress of putting  all logistics together at such a short notice..The packing of Two suitcases and a Back pack for me is the easy part..Chances for me making this one are slim  but hopefully I will get another chance....At least im not in a stranded situation..

Quarantine Certificates:


When purchasing airline tickets, airlines may ask travelers to provide a Quarantine Certificate.  The Bureau of Quarantine issues this certificate in larger cities, e.g. Cebu and Davao.  For other areas, travelers should inquire with the Provincial, City, or Municipal Health Office.  The Health Office may require a certification letter from the barangay stating the individual has stayed in their locality for at least 14 days.  In some cases, individuals may be asked to submit additional medical documentation, such as a chest X-ray.
