Visayas/Mindanao Bureau of Immigration Offices tourist visa extensions

Currently, domestic travel including ferries is shut down.  And Luzon BI offices are closed to routine activities including visa extensions with tourists allowed to catch up their visas within 30 days of the lifting of the quarantine without penalty.  So far, tourists can continue to extend in Visayas/Mindanao Bureau of Immigration Offices.  

The thing is, how do they know where during the quarantine?  If someone from Cebu had traveled to, say Legaspi to visit friends, before the lockdown, they would not be able to extend or return home.  Then after the quarantine is lifted they could return to Cebu and maybe a week later go to extend.  They should be ok with no overstay fines, right?  How would they know if you were really on Luzon or not?

Do the extension in Luzon before travelling back to Cebu. 
The Legazpi office (for the example given)  is small, friendly and generally not overly busy.

I posted this mainly for the tourists who have a long trip to do their extensions.

I have not heard anyone say it's closed.  That could change at any time.

I did see a notice that JMall was closed except for the grocery, 7-ll, McDos, and the BI.  (And maybe some others)

Good Point . What if you are worried about your health and travelling to cebu city for your extension. Couldnt you just say you took a trip to luzon and got stuck there. once the lockdown in manila is over front up to the cebu office tell them you just got back and want to renew.

Different policies for different offices does not make sense.

I get the impression they are not going to be very strict about extensions. They know they will get your money eventually.

I wonder how they will feel if a foreigner goes past the three-year mark on a tourist visa because they can't get out of the Philippines. That scenario hasn't been addressed as far as I can see.

Even western systems analysts don’t always consider all of the “boundary” conditions.  BI folks see people extending and getting ECCs. They probably don’t see people quietly doing short visa runs - so not thought of “yet”.
 

I’d be keeping all of my travel paperwork in order to demonstrate:

a) original plans

b) cancellations

c) proof of location during lockdown period

d) current plans to “catch up” on compliance

Lapu Lapu does open earlier than the mall, certainly 8.30am, if not earlier ... ( similar to JMall ) you can only access from the main road entrance at that time.

I checked  before posting - 8 am open - get to mall about 7:45  - park - out by 8:20 /8: 30

I'm confused - are we meant to be renewing our visa's or restricting ourselves to quick trips to the shops and pharmacy for food and medicine?

Or.. if you are over 65 ..  abiding by the seniors curfew..    I'm confused too..  I think we need a few days of gathering peoples stories to know what the new rules really are.

Lol.  I wish I had realized that it applied to Luzon only.  I think after the US said to come home or shelter in place, that did it for me. God, I was 50/50 and my Partner told me I should go because she was worried.  I think those that stayed made the right decision.  Time will tell, but I feel confident things will be ok.  Seems like food is available, might get a little cabin fever, but it will pass.
