Here's another idea to find ex's DOB.

If you simply type in her name in a Google search sometimes websites that sell personnel info display a brief account of their records for that name. They want you to pay $10 for all of their data on this person and use the DOB (friend should be able to guess at the year ex was born, I'm sure) as a hook to help you verify the correct name.Even people with common names such as Smith,Jones,etc can be ferreted out sometimes as the sites often list children,siblings,parents names---something that your friend might recall from the past.

Yes I did, the dmv will do a search to see if you were ever married. The further back you search the more it costs. Get your buddy to search back something less than 40 years, take the doc. to embassy, get Certificate of Legal Capacity to Contract Marriage, go get married...

Worst comes to worst  - can hire a Canadian PI firm to do search?

Provide his data and they can extrapolate from that?

No one in Government service in Ontario is going to give out information to a person on the phone if they can’t identify the people they are requesting information about. 

A name is insufficient since it may not be unique. 

If he was at the office in person, with his own id established, he’d stand a better chance of talking his way through the “rules”.
