About 3% of the marriages are to foreigners. The PSA doesn't have last year's data out yet, but they list the number of marriages between Filipina brides and American grooms. 

2017 

Filipina brides and American grooms (3,168), Japanese (1,493), Australian (962). Korean (879), British (883)

Filipino grooms and Americans {I am assuming this means American women but maybe "Americans" means both men and women?}(162)

2016

Filipina brides and American grooms (3,081)

Filipino grooms and Americans (279)

2015

Filipina brides and American grooms (3,072)

And those numbers are only the marriages that are recorded by PSA. Those brides that went to another country to be married may or may not be recorded.

I have seen dozens of articles that claim there are over 10 million OFW's. So which is it ? 2.3 or 10. That's quite a discrepancy.

Yes, that number was just from 5 months (April to September 2018). I read the wiki article first and then wanted to  fact check it. The wiki articles says the 10 million but that includes descendants of Filipinos and persons of partial Filipino ancestry. So do kids count? They don't work. If a Filipina marries a Japanese man, it seems like they add their kids to the 10 million number even though they don't work. That wiki says Overseas Filipinos, not necessarily Overseas Filipino Workers. It said they can also be students studying at a foreign university.

Ah. 2.3 million, 10 million, no big deal.  What's the difference ? Close enough for government statistics and use. As once said " Figures don't lie, but liars figure".
