Vat refunds at Cebu airport

Hello everyone, I noticed at Cebu airport a counter that said VAT refunds as a Australian visitor if i keep all my receipts for everything I spend In the Philippines i get all the Vat that paid back, hope someone here can help me please.

Years ago traveled to Germany on business - Vat was refunded on items taken out - only catch had to have the items and receipt together to show the officials to prevent using someone else's receipt or claiming gifts given and of course their kiosk was after - not before bags checked in

First time got dinged

Rest of the times used bonded freight forwarder the company used to ship stuff to US facility - piggybacked my stuff - dirt cheap   - since they shipped CNC machines to US via ocean - took awhile to get but did get the refunds

How Korea does it - add an extra 8 to 12 hours at  airport?
