And here's where it gets confusing because it's labeled Republic Act No. 9994 so not a complete revision of Republic Act No. 7432 only an addition to it because under Act it also makes it clear it's an (Act 9994) Act granting additional benefits and privileges to Senior Citizens further amending Republic Act No. 7432, as amended, otherwise known as 'An act to maximize the contribution of Senior Citizens to nation building, grant benefits, and special privileges and for other purposes"  I took this off the link.

So... If I read this correctly you still can't make more than 60,000 pesos in order to qualify for a Senior Citizens card and if you scroll down much further it lists the fines if there's fraud and if you get caught as a foreigner using one of these cards you get deported.

My wife received her card may 14 but did use her old address

MCA, it appears (according to RA 9257 and RA 9994) that your wife doesn't have to deal with the barangay captain at all. All she needs to take to the Office of Senior Citizens Affairs is a passport showing her DOB and some proof that she is a resident (a utility bill with her name and address on it?) to get her Senior Citizens ID Card.

What is the senior citizen act for Foreigners?

The senior citizen act for foreigners is a senate bill that was passed last May 11, 2018 Senate S.B. No. 2832. It seeks to include foreign senior citizens along with the privileges that SC locals enjoy. This is because the government sees them as also being a part of nation building. Despite them being aliens, they can now enjoy local SC privileges through this act.

For the foreigner senior citizen discount to avail the discount and privileges, he or she needs these requirements:

OSCA I.D (Office of Senior Citizen Affairs)

Philippine Retirement Authority identification card

Alien certificate of registration

Other documents that establish he/she is 60 years of age and a resident of the Philippines.

 

Discounts and Benefits for Senior Citizens in the Philippines

Senior citizens are granted several benefits and privileges under Republic Act No. 9994 and Republic Act No. 10645. In order to avail of these benefits, the senior citizen or his/her authorized representative shall present a valid and original Senior Citizens’ Identification Card.


A Senior Citizens’ Identification Card is issued by the Office of Senior Citizens Affairs (OSCA) in the city or municipality where the senior citizen resides. The basic qualifications for this card (based on RA 9994) are:

Must be a Filipino citizen who is a resident of the Philippines.
Must be 60 years old or above.
May apply to senior citizens with dual citizenship provided that they prove their Filipino citizenship and have at least six months residency in the Philippines.

Note: Foreigners became entitled to a Senior Citizens card in 2018, subject to ID requirements. The senior citizen act for foreigners is a senate bill that was passed on 11th May 2018 Senate S.B. No. 2832

This seems to say  Senate Bill (S.B. No. 2832) was PASSED on 11 May 2018.

It was passed by the Senate, but it was NOT passed by the House or signed into law by the President. It is just another bill that died before becoming law. It means nothing. Way too often, websites like the one you quoted are written by people who don't understand how the system works in the Philippines. The fact that the website quotes "Senate Bill 2832"should tell you all you need to know. This never made it through the process to become law. Foreigners can NOT yet legally possess a Philippine Senior Citizen ID Card (regardless of how much some people wish it were otherwise).

it is a bill not an  act/law
