As far as visibility, day to day, granted I probably don't see as many on patrol. Sadly lacking in this comparison, is the quality of Law and the observance of it. The Philippines has (with a a few deliberately/sloppily worded exceptions) good laws....lots and lots of them! However, corruption and questionable government policy makes a mockery of the Law. eg. deliberately killing people (without trial) on suspicion of involvement with drugs - apparently, that's not murder in the Philippines.... doesn't even warrant serious police investigation? It does absolutely. Your information is seriously lacking in facts. You also have to consider that your everyday police officer is not tasked with investigating crimes, only responding to crimes. True, but the police are often augmented by the army for police functions as well. The army and police are often combined or used interchangeably here. So who ( if anyone) is tasked with investigating crime in the Phils? Nobody? As a matter of curiosity, what is the percentage of convictions of (or even charges laid against) killers of the many (supposed) drug offenders who have been shot in recent times?
