Areas currently under signal #1 (i.e. no boat travel) as of 5 AM on the 27th:

Sorsogon and Masbate including Ticao Island

Eastern Samar, Northern Samar, Samar, Biliran, Leyte, Southern Leyte, and Northern Cebu including Camotes Islands.

Dinagat Island

BOAT trips from Cebu to some areas in the country will be cancelled due to Tropical Depression "Usman" which is seen to intensify into a tropical storm Thursday, December 27, 2018.

The Cebu Port Authority announced the cancellation of some trips since December 26, as Tropical Depression Usman maintained its strength, possibly crossing northern Cebu, the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said. 

Here's a list of cancelled trips due to Tropical Depression Usman:

December 26, 2018 

M/V Gloria 1 of Gabisan Shipping Lines bound for Hilongos, Leyte with ETD 1400H

M/V Gloria 3 of Gabisan Shipping Lines bound for Hilongos, Leyte with ETD 2100H

27 Dec 2018 

Ocean Jet 5 bound for Ormoc with ETD 0800H.

2Go bound for Ormoc with ETD 0800H

Lite shipping bound to Ormoc with ETD 1100H

Roble shipping bound to Hilongos Leyte with ETD 1200H

Roble shipping bound to Baybay Leyte with ETD 2100H

Roble shipping bound to Hilongos Leyte with ETD 2100H

Roble shipping bound to Ormoc with ETD 2200H

Roble shipping bound to Naval with ETD 1930H

SuperCat bound to Ormoc with ETD 0515H.

Heavy rain early this morning in Western Leyte but all quiet now. Took the dog walking this morning on the beach in the rain, (not being cruel, she's a Lab and loves the rain and water), and the sea was flat hardly any wind.

From memory, you are not far from me.

Only what I would call steady rain in Palompon overnight and practically no rain during the day all though it has looked all day like it might rain.  

There is a bit of wind but not very strong.

18:00 and it is coming down. Gratefully the wind is not that strong. My guess is @colemanlee is getting the worst of it in northern Leyte.

Is Cebu even getting any of this?

appears to have stalled off Leyte and should have already passed through but has not budged. Winds look like they may be intensifying as it has stopped?

Very tame in Baybay - bit of rain earlier but eased off now - looking at Windy it headed north so Cebu (Town) unlikely to feel it either.

The PCG made the move after the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) lifted all tropical cyclone warning signals due to Usman.

“In view of the lifting of the Pagasa of all tropical cyclone warning signals as of 7am today, the PCG likewise is lifting the suspension of all sea travel in areas where trips have been suspended,” the PCG said in a statement.

The PCG suspended sea trips last Thursday in the following areas:

Luzon

Sorsogon

Masbate, including Ticao Island

Visayas

Northern Samar

Samar

Biliran

Leyte

Southern Leyte

Northern Cebu, including the Camotes Islands

Mindanao

Dinagat Island

The agency also suspended all sea travel to and from Surigao City in Surigao del Norte.

Pagasa said Usman weakened into a low pressure area (LPA) on Saturday morning.

It made landfall over Borongan City, Eastern Samar, at 6 a.m.

However, Pagasa maintained that sea travel would risky over the seaboards of Northern and Central Luzon, the eastern and western seaboard of Southern Luzon, and the eastern seaboard of the Visayas due to the surge of the northeast monsoon.

The weather bureau advised fisherfolk and those with small seacraft not to venture out over the seaboards of said areas. /cbb

Why would anyone think walking a dog in the rain is cruel?
