It's an important distinction even if you don't have a Neutral like I do.  It explains why some lights can be dim even when turned off and if you have VECO power you better turn the lights off at the breaker if you want to work on them.  With CEBECO power you can work on the lights if turned off and if they were wired correctly with the 220 line switched.
