Trekking is the local term for hiking/mountain climbing.  Seems to be fairly popular.  And tourists doesn't necessarily mean foreigners.

The Governor is working a lot for tourism in MisOr and I guess he was more concerned about how much damage a "hurt" tourist could make than a 2 weeks travel warning for the mountains.

It would also be natural for him to lift it in order to keep the tourists coming, even if it might endanger some.

Look at it from the local politicians point of view.

Lift the ban and invite tourists to come into the area.  Tourists bring in money.  That's GOOD.

So a couple may get kidnapped for ransom in the process.  That brings in news media and soldiers, who spend money.  Not as much as the tourists but still money.  That's GOOD.

Desperate family of kidnapped victims pay ransom.  LOTS of money to local terrorists.  That's GOOD.

New travel ban gets issued.  That BAD.  

Travel ban gets lifted and start over.  THAT GOOD.
