If you are in the city and want to enjoy a mix of Pinoy and other influences cheaply and safely then I unreseverdly recomend R &R Karendaria on V Rama Guadalupe just ask the cab to take you to Crown Regency V Rama the eatery is next door

Its 24 7 open best time to go is 5.30-7pm

At least 10 freshly prepared covered dishes between 59-79 a good sized portion

Humba with egg

Crab Meat and sweetcorn

Chicken Curry

Caldereta (goat)

Sweet and Sour pork/chicken

Chop Suey

Baby back ribs

Meatballs pasta with cheese

Lasgna not sweet

and a changing variety daily of other Pinoy or Pinoy fusion dishes

They also have a good range of vegetable dishes that change daily and fish fresh and dry lots of BBQ for every taste

Perhaps the best Halo Halo in town

They will also cook home fries and mashed potatoe

Expats and Pinoys frequent this place so good for socialising

I could eat here every day for a week and vary my diet

The cheapest bill for two was 147 piso and the dearest some hours with lots of food and beer about 550

Try it guys its a gem

I don't know how they fit into your categories, but David's Steakhouse is THE place to get a really good steak here in Cebu. It is definitely an occasion when we go there because it is NOT cheap, but the food, the atmosphere and the service are great there. They really know how to do steak.

In addition to Lemon Grass at Ayala, I like Royal Krua Thai in the SM City Mall for Southeast Asian food. It has a pretty good selection of Thai food along with a few items from neighboring countries as well.

For American food, my new favorite is Dong Juans...with locations in Guadalupe, Mabolo, North Mandaue and soon to be in SM City Mall. By far the best hamburgers (and my wife says ribs too) in town. They also have Filipino items on the menu, but that wasn't why I liked it.

For Filipino food, I like Neo Neo. They are in SM City Mall, and I believe there are other locations around as well. I like their food much better than Golden Cowrie. They have their seafood out where you can see how fresh it is. The only things that Golden Cowrie has that Neo Neo doesn't really have are Filipino ribs and atmosphere. Neo Neo is also less expensive than Golden Cowrie, so you can choose between wall decorations and dim lighting (Golden Cowrie) or good food at good prices (Neo Neo).

You should have a category for eclectic tastes (lots of variety on the menu) as well. Wombats Womb would definitely be on that list. It's hard to classify it because they have such a large variety on the menu. I haven't found anything on their menu that I didn't like there yet.

I doubt anyone knows where this one is. It's up the side street next to Jollybee in Consolacion. Not much to look at and parking is difficult, but Ian does make good pies as well as excellent bread. Check it out, they need the business.
