Have Questions about US Passport Renewal

On the downside, I checked the box for a passport and a passport card. The card was not in the package. Not a big deal but nice to carry the card instead of the Passport for day to day stuff. I'll talk to the Consular next time in Cebu.

If you paid $110, that is the cost for  passport.  The passport card is an additional fee. You can still order one, but it is basically the same process. Can’t use the card for international flights as I understand it.

No, but I think it was $50 or $60. The Embassy website has the info and procedures clearlydescribed.
