Do they have a legal foot to stand on in fierce defence of the "City’s official seal"?
Do they weild the kind of power to close this forum because a guy guy named "Ace" has been so badly insulted?

To facilitate the discussion..and help keep it on track.... here's the article. From today's Cebu Sunstar. It's in English, not Tagalog or Bisaya. URL:

Website features nude women

The use of the Cebu City Government’s seal in a website that features half-naked women surprised a city official, prompting him to ask his colleagues to look into the matter.

City Planning Officer Nigel Paul Villarete requested Councilor Edgardo Labella and City Attorney Rodolfo Golez to check on
the possible legal accountability of the website operator, for the misuse of the City’s seal.

The website in question is neither owned nor sanctioned by the City Government, Villarete said.

In the forum website, Cebu’s nightlife is openly discussed, with descriptions of what activities they can find in specific places.

It also has photos of half-naked women performing lewd acts on stage. In one photo, a woman is shown sitting on the lap of a foreigner with her legs spread apart and her breasts fully exposed.

The site also provides a list of “red-light districts” and night clubs in Metro Cebu, “where night life is active.”

“The website contains images and pictures that might be considered obscene. Worse, the site contains the official seal of the city,” said Villarete in a memorandum addressed to Labella, Golez and Cebu Anti-Indecency Board (CAIB) Chairman Dr. Rene Josef Bullecer.

Cebuanos called Villarete’s attention to the website through the citizen’s forum at the City Government’s official site.

A certain Ace said he found it disturbing that the City’s official seal was used in a website promoting nightclubs and nude dancers.

“What disturbed me and drove me to make this is a site I found that is even using the seal of Cebu City in its pages, as if it is encouraged by the city mayor himself,” he commented.

“I know that this is common in Cebu and that most bars come with its set of naked dancers, but promoting it through the Internet with vulgar pictures and even using the seal of Cebu itself is something I find wrong,” Ace added.

In the memorandum, Villarete requested Labella and Golez to conduct a legal inquiry on the matter, so their offices can come up with policies and courses of action to protect the interests of the City.

“It is also necessary that the issue of the usage of the official seal of the city in such a website is looked into and maybe be considered a legal violation, especially that the site is promoting a side of the city that is not particularly appealing,” Villarete said.

He also asked the CAIB to look at the issue of indecency and to formulate policies and actions that can be beneficial to the city. (LCR)

With the best of my intention, I am completely unable to comprehend the fuzz about Miss Jackson's nipple!
What about the kids who live in "De Walletjes" in A'dam, -they see the hookers evry and any day, -remember, it's a pretty big part of the city!
And if one go to any, -I repeat ANY- european beach, in the summer, you'll see nipples and bums and p****s and d***s everywhere, and nobody cares! I'm pretty sure that nobody have treatened anybody with a lawsuit concerning this issue, anywhere in Europe, -at least not in the last 40 -50 years....?!
There was some stories about an orthodox greek priest, who made some fuzz for nudists in Crete, some 25 -30 years ago, but I don't think anybody took him serious?
And you can look at the beaches anywhere around the Mediterranian, -at least, in european waters, -swimsuits are allmost extinct....!

some more, -shall we say; "conservative"- filippinos might find these photos somewhat disturbing:

thank you removed

And I might add, I see this as a typicla example of "double moral"...
On the other hand, I'd like to add, for the americans on this forum, remember the fuzz in the USA, when Miss Janet Jackson revealed her nipple on national television! That was a phenomenon totally impossible for any europeans to understand! I me, we see ladies nipples on any beach, any summer, toplles and nude bathing os -more or less- generally acceptetd, in most of Europe!
And for the members of this forum who have lived in, -say- Amsterdam, this is a ridicolous issue! It's not even funny, but, -as I said, it's the result of a qvuasi-religious influence, and an unnatural fear for a nude human body!

Incidentally, if there are any nude photos of women on the forums, we have been removing them as we find them there. This isn't because of the Cebu City thing, but because it is against the host's rules.

I feel Benjamin Franklin said it best, "If you relinquish freedom for security, you deserve neither." This is not my forum and i realize I'm a newbie, however, i am compelled to weigh in on the issue. This is a PRIVATE forum. As stated previously, you MUST be a member to even access nite life. Perhaps one of the good politicians there in Cebu got caught wankin while readin and had to do some fancy footwork claiming "research" and proclaiming " the nerve of these awful ex-pats to take advantage of our innocent, sweet, uncorrupted lil GROs !!! We must sue them all." Merely my 2 cents worth but really, what's wrong with a few guys getting together to discuss the price of tea in china? Or the price of ...... in Cebu?

Check this post on the Forum of the Cebu City Governement

Hi Pauli,
I clicked on the link, but most of it is in Tagalog, Visiyan, Cebuano...
But I got enough of the English part. The part where they write (loosly guoted)"they should close down the site....a foreigner is taking advantage of Cebu's hospitality....)

What a bunch of crap.

I read the article. I don't live in Cebu. I am a family man (read "straight arrow"). My thoughts: If the photos were real, don't attack the poster.

Were the photos an accurate presentation, or were they staged? If accurate, don't blame the photographer or poster.

I have no interest in logging on to "Nightlife in .........................", nor do I have an interest in logging on to "Maizie's whorehouse after dark."

IF I chose to log on, I would have certain expectations, and would complain if they were not fulfilled.

The protestor received what he was looking for. I don't understand his problem.
