Any lawyer worth their salt could get around that rule. It says that players "should" stand at attention, which means that it isn't mandatory. If they want the rule to stick, it needs to say "shall" instead, which is considered mandatory. If the public is really pissed at the players' behavior during the national anthem, then they should stop attending games where this is done, and they should refrain from buying anything from teams or the NFL. Nothing talks like money (or the lack of it). Maybe fans should walk out of the stadium en mass when players disrespect the flag.

It's not a legally binding document though.  I dropped the NFL anyway but imagine a game where lawyers ran onto the field every time a yellow flag flew.  It's bad enough when lawyers get involved in fines for cheating/breaking rules or criminal activity.  They probably used the word should because at the time no one would think a player would do the despicable carp they are now.

It's pretty bad when even Snopes is confused over an issue. Nevertheless, it is an unenforceable rule. However, if fans feel strongly enough about it, they can determine the outcome by not spending their hard-earned dollars on games or merchandise.
