NBI Arrested 3 Romanians Over ATM Skimming

The National Bureau of Investigation (NBI) - 7 has arrested three Romanian nationals last night in relation to the alleged skimming that hit automated teller machines of the Land Bank of the Philippines.

The three were identified as Lonup Alesandrou, Razvan Aurelian, and Cosal Ion.

At around 1 p.m. yesterday, the NBI invited the three suspects for questioning. Hours later at 6 p.m., after the court issued a search warrant, the NBI brought the suspects back to their condominium in Lahug, Cebu City and, there, NBI personnel found evidence against them.

The NBI retrieved microchips and ATM cards from the condominium.

It was last Wednesday when Land Bank representatives sought the help of the NBI.
 

The bank also submitted materials to aid the investigation, including bank records of those affected by the ATM skimming and footages from its Closed Circuit Television (CCTV) cameras.

In fact, it was in the CCTV footage that the vehicle the three suspects used was seen while at the bank’s vicinity.

Skimming involves thieves using an electronic device to steal personal information stored in a card like the PIN. Usually, a counterfeit card reader is placed over the ATM’s real card slot. When the card user inserts the card into the ATM, the counterfeit reader then scans and steals the card information.

As far as i know China Bank is the only bank so far that has the new chip card out there as the  Bangko Sentral  has told all PH banks  to have out to there customers by Jan 1,017 ,Are the banks that don't have out by then, are responsible for all losses from fraud due to no chip yet .See below there statement.If i am correct on understanding there reg?

 

While substantial compliance has been achieved in updating software's, upgrading ATM and POS terminals, and replacing credit cards, the replacement and distribution of debit and prepaid cards are still lagging behind because of sheer volume of outstanding cards.  In this regard, the ECFLSF sets forth the general principles in the allocation of liability and resolution of disputes on fraudulent transactions arising from counterfeit cards. As a market-based enforcement mechanism, the ECFLSF operates in such a way that a BSFI that has adopted the secure EMV technology shall be protected from financial liability arising from losses on counterfeit card fraud.  The liability for this type of fraud shall shift to the BSFI which is not or is only partially compliant with the EMV requirement.   This is considered fair and appropriate since the industry has been given more than three years to undertake full migration.

I wonder if these are the same guys who did the ATM Scam at the Henry Hotel ATM late last year. They were slated as foreigners and Turkish looking??

Probably the article got some of the details wrong...
I doubt if it is true that skimming involves stealing the PIN.
With magnetic cards, the PIN is not stored on the card. With chip cards, the PIN can be stored on the card, but encrypted and in practice not obtainable from the card.

Yes now they really look dump and famous . Drive there new car to the area there going to steal from that shows how smart they are for sure, give me a break!!!!!

lets see how did they get caught .. police work... hmmmmm  now lets see how many people in Cebu  own a brand new RED Mustang 5.0 ... at 6 million peso... hummmmm bet they paid cash too
