it's the quality they need to fix, not cost or availability. The universities barely have enough to pay for proper studying environment.

big mistake to just make it free - make it lower cost or give scholarships based on continuing on with a successful level of grades

Why? Public schools are free, why not colleges? There will still be many costs associated with going to school but at least the tuition should be free, I feel it is a step in the right direction for the Philippines future.

By way of comparison, the cost for a single semester in Cebu Doctors University was more or less ₽45000 which includes the many fees that are in addition to tuition. Visayas State University costs around ₽6000 for the same classes.

 

Being tuition free does not necessarily mean the university will absorb the costs. There is not a single service provided for the students which is cost free.

Can you elaborate? I've heard that teachers often shake down students, is that what you're talking about? Or just books, etc?

Not sure it applies here, but my thinking in the US is that if kids get something free, they won't value it enough to work hard at it. So the taxpayers are paying for kids to go party and slack off.

In the Philippines there are all types of associated costs, uniforms, projects and books to name some that I remember having to pay for in years past for nieces and nephews and then of course there is transportation and lunches, so free tuition does not make it free, the children or their families will still have to find a way to pay for the rest..

Inthe us I have noticed if people don't make some small investment they wont value it so much or take it very seriously  doesn't have to be much

you are probably right then they are investing in it

When something is free, people use more of it.  Since the state run colleges are free, students will migrate to those colleges and the private colleges will lose enrollment.  I an see class sizes increasing in state institutions to the point where students would have to be turned away.  I can also see people attending college who don't have the aptitude for the particular courses offered, simply because it's free.
