If you are looking for a place on the beach you will want to check the resorts at "white Beach" , about 1-2km North of Panagsama Beach. Panagsama Beach no longer has a beach due to a mix of old typhoon damage and less than well planned coastal development that helped the sand get swept away.
If you want to be nearer the main diving area of Panagsama Beach (what most people are talking about when they say 'Moalboal') I would recommend Tupelo, Savedra, or Quo Vadis resorts for a nicer place (I was at all three of these places last fall and the rate at that time was 800-1500 PHP, mind you that is the OFF season price! Quo Vadis had two double size beds in the cottages so they could easily accommodate 4 people per cottage.
I also stayed at Pacitas Cottages. They were cheaper (700-800 PHP) but a bit more run down, liveable though! One cottage had ants running around so I got them to give me a different one which they did without complaint.
If you aren't there for the diving i would recommend staying at White Beach or the South end of the Panagsama beach area as they are less run down and more family oriented.

best value accommodation I saw in White Beach is the Asian Belgian resort :

not sure if they hike the prices in Holy Week like a lot of places do, but bungalows pretty much on the beach are 1000. You can arrange bike hire for 500. THe restaruant is good, but way overpriced. I would eat in town. THere's coral 10 meters out, also, unusually, they let guests use snorkelling gear for free. But you're leaving it a bit late if you want to stay there for Holy Week, I would have guessed that they're already booked up.

Howdy,
I go to Moalboal fairly regularly, and will be there every four months, when Chris (jomama) has a short stay in country. He throws one hell of a party every time he is here. In fact, I just recently returned from a two day stay there, this past week. Man, can that boy play a guitar!
